Every day, our partners at the Kino Border Initiative (KBI) serve migrants who have experienced abuses at the hands of U.S. Border Patrol agents. Based on a vision in which all people are treated with respect and human dignity, KBI assists migrants in filing complaints with the U.S. government, a process that has consistently demonstrated Customs and Border Protection’s disregard for the rights of migrants.

To dig deeper into this complex system and understand where it fails migrants, KBI and the Jesuit Conference of Canada and the United States are releasing a new report: “Intake without Oversight: Firsthand Experiences with Customs and Border Protection Complaints Process.”

Based upon findings from 49 complaints filed from October 2015 to March 2017, the report reveals that Customs and Border Protection’s (CBP) complaint and oversight system is inadequate in investigating allegations of abuse.

The report highlights the experiences of several affected migrants, including a young man dragged and punched by Border Patrol, a woman who was eight months pregnant and denied medical care, and twin brothers fleeing cartel recruitment in Mexico who were not allowed their legal right to seek protection in the U.S. Despite the gravity of the abuses against our brothers and sisters, KBI identified numerous obstacles in the complaint investigation process, and in most instances KBI never learned what action was taken on complaints.

The Jesuit Conference and KBI believe that upholding respect for human dignity should be a fundamental component of our immigration system.
